History of Local Emergency Planning Committee (LEPC)
Why Formed?
LEPCs began to form in 1986 after the realization of poor emergency protocols following a major chemical plant disaster. Congress mandated emergency planning for chemical and hazardous material disasters.
LEPC stands for Local Emergency Planning Committee. They are community based organizations that link government, city, state, and industry together.
Who is Involved?
LEPCs require representation by the many disciplines that operate in each community. Generally, members should include: public health, EMS, hospital, disaster and emergency services, public works, policy makers, law enforcement, media, community members, and cultural representation. The success of our LEPC depends on a good and consistent representation of all of the areas of expertise at each meeting and event. And to keep interested and concerned community members informed.
The Mission?
The Mission of the Meagher County LEPC is:
A) To carry out for County of Meagher and its political subdivisions the responsibilities required of the LEPC pursuant to Public Law 99-499, Superfund Amendments and Reauthorization Act of 1986 (SARA),Title III, also known as the Emergency Planning and Community Right to Know Act (EPCRA), (Addendum B) and other related regulations including but not limited to:
1. Developing, training, and exercising hazardous material emergency
response plans for Meagher County.
2. Developing procedures for receiving and storing hazardous material information, such as MSDS’s, Tier II reports from Meagher County businesses and processing requests from the public; and
3. Establishing provisions for public notification of LEPC activities.
B) To plan, develop, review, update, train, and exercise community emergency response plans for all other risks and hazards identified in Meagher County.
C) To implement further related activities as may hereafter be legally required by the Federal Government, the State Emergency Response Commission (SERC), or the LEPC.
What has been done locally?
In 1988, an emergency plan was implemented in Meagher County and the sheriff at the time was the DES Coordinator. The Meagher County LEPC was formed on January 23, 2003. Bylaws were adopted on November 19, 2003. In coordination with the county emergency operations plan, the public health department has developed an all-hazards public health plan and the hospital has an internal emergency plan. Federal and state grants have made the development of local emergency preparedness activities possible.
Membership Responsibilities?
Attend quarterly meetings or as needed. Volunteer to serve on at least one Standing Subcommittee.
